Amadeus Arkham can move through all figures and obstacles such as ruins, and is never attacked when leaving an engagement. Amadeus Arkham cannot be targeted by opponents' non-adjacent figures for any attacks, or for any special powers that require clear sight.

HAUNT THE MAD
Whenever rolling attack or defense dice for an Insane figure within 3 spaces of Amadeus Arkham, roll the 20-sided die. If you roll a 1-3, that figure rolls 2 fewer dice. If you roll an 4-12, nothing happens. If you roll a 13 or higher, that figure rolls 1 additional die.

I'm not sure if the ghost ever really exists, but he tends to exacerbate psychotics (like the Warden). So he's a basic support piece for an Insane army.
